OK, After I got all that money back for the State this week, my printer runs out of ink. I am told " We can't replace the ink until next week as its the end of the Fiscal Year and there is no money left to buy any" W T F

"You can go and buy some yourself and we will reimburse you next week"

This is the Commonwealth of Fucking Virginia!!!!!

Well, there's your answer! "COMMONWEALTH". Ya'll are putting all yer money into one big pot and sharing it with everyone, so who knows who all has reached in and taken those funds!

Radio, tell your boss just to follow the Illinois plan, borrow, borrow, and borrow some more. Until you tax everyone to death and your still broke.
 
Seriously though, this is what is wrong with "use it or lose it" budgeting practices (he didn't say, but I assume this may be the case here as well). Departments are forced to spend every dime and have 0 balance at the end of the time period lest they lost funding for the next period. It's totally dumb and assbackwards. If they'd just allow departments to keep what they don't spend for future projects/needs, there would be less waste. Plus, Radioactive would have funds available near the end of each period should he need them for necessities. Not to mention a little nest egg would help immensely to get through those times when budgets get tight due to external economic factors.

Reminds me of my high school. For decades they did an excellent job budgeting and saving surplus as a "rainy day" fund. A few years back budgets got tight, and the powers that be started looking at schools like ours that had a positive balance on their books. You guessed it, they were told if those funds were not going to be used in the district they would be taken and reallocated to the "poor" schools in the city (my hometown was a rural area, population of 2500 in town and however many farmers in the area). My graduating class was 95 kids +/-. The school was well maintained. But, due to this threat of losing the funds they had so carefully (and responsibly) managed, they added a 2nd gym for the middle school, expanded and upgraded classrooms for all K1-K12, and upgraded the parking lots. They saw no need to be "punished" for being fiscally responsible by having their money taken away and given to schools that were fiscally irresponsible (and have a much MUCH larger taxable base to draw from).
 
WELL THOUGHT OUT 9. AND I ALSO BET THAT IF THE POWERS THAT BE LOOKED CLOSE ENOUGH AT SOME OF THOSE "SPENT" BUDGETS, I BET THERE WOULD BE SOME FRILL SPENDING, JUST TO GET RID OF THE BUDGET.
 
Or stockpile supplies that will take them years to get through... or other ways to hedge future needs. I'm sure they get creative.
