Part of the issue from the conservative media and it's spotlight on LA is how preventable much of what is going on there. What happened in eastern NC is a 1 in a 500 year event that really isn't preventable ( the governor and city officials should have been prepared, Francene wasn't that too long ago)
The MSM is all over it because it's rich actors. One can just look at the reporting between Altadena ( more middle class ) and the Palisades/ Malibu.
