5. Some reduction in types of weapons. We've seen what can happen to cops without the right kind of armor and weapons. Maybe limit those to SWAT.

As far as I'm concerned, there are NO victimless crimes. Doesn't matter if another person is directly involved or not. Laws are there for EVERYONE and everyone needs to obey them. If someone breaks a law we are all victims.

I disagree. Someone smoking pot at home is no different than enjoying a beer at home.
 
IF THE POT WAS BOUGHT OVER THE COUNTER AT A LEGAL STORE, SURE. IF THE POT WAS BOUGHT FROM ROLLO ON THE CORNER, BROKE THE LAW. THE VICTIM WOULD BE THE LEGAL POT DEALER.

Been there, done that. Those old 1970 Fury I state boys were extremely difficult to beat. That one cost me $255 and 7 days, back when I was a lad.
 
Victimless crimes:
- possession of 'illegal' narcotics
- producing narcotics for individual use
- using 'illegal' narcotics
- selling 'illegal' narcotics
- prostitution/sex trades (among consenting adults)
- gambling (in many jurisdictions, this is a crime)
- engaging in interstate commerce (particularly in cigarettes and liquor)
